Leadership Team

The Patent Board's experienced leadership team is composed of senior-level executives with deep patent, intellectual property, licensing, professional services, and business development experience.

 
 
Scott Oldach
President
Before becoming president of The Patent Board Mr. Oldach led The Patent Board’s Advisory Services Group. Mr. Oldach joined The Patent Board in February 2007 and he brings over 30-years of services experience ranging from Strategy Consulting and Transformational Leadership, to technology innovation and commercialization. Oldach has worked in a broad range of industries including Aerospace & Defense, Automotive, Consumer Products & Electronics, Financial Services, Health Care, Energy, Technology, Telecommunications, Retail, and Wholesale. Previously he grew consulting activities within IBM Global Services, where he was one of the founding members of IBM Consulting Group. He also worked with The MAC Group, Booz Allen and Hamilton and Arthur Anderson. Oldach holds a Bachelor of Science in Industrial Engineering & Management Science from Massachusetts Institute of Technology (MIT) (Cambridge, Massachusetts).

Dr. Karl Wilhelm
Executive Vice President
Dr. Wilhelm is a respected advisor to many investment banking and private equity clients for intellectual property due diligence related to restructuring, mergers and acquisitions, bankruptcy, and corporate spin-offs. Wilhelm has over 20 years of experience in financial, economic, and technology consulting in support of intellectual property. During that period, Dr. Wilhelm co-founded the SBI Group – a major services firm focused on web applications and data technologies, and founded the commercial systems division at SRA – a major government and defense contractor. Dr. Wilhelm holds a Bachelor of Science in Physics and Math from Ripon College (Ripon, Wisconsin), Master of Science in Physics from University of North Dakota (Grand Forks, North Dakota), and a PhD from University of Virginia in Systems Engineering (Charlottesville, Virginia).

Brad Burke
Chief Technology Officer
Mr. Burke leads the technology team that powers The Patent Board’s analytic platform. Burke brings deep experience in large enterprise system integration, application architecture and enterprise data platforms. He has held senior level technology positions at QInteractive, Scient, and Accenture. During this time, Burke has worked in the Online Marketing, Energy, Consumer Products, and Financial Services Industries. Burke holds a Bachelor of Science from Purdue University (West Lafayette, Indiana) in Industrial Engineering.

Subi Hanagal
Vice President, Data Architecture
Mr. Hanagal guides the data team at The Patent Board. With over 20 years of experience in the Information Technology (IT), financial and consulting services industries, Mr. Hanagal joined The Patent Board in 2005 from Thomson Financial where he served in a Senior Architecture role. He has held similar senior positions at both Scient and Merrill Lynch, and has extensive experience using multiple relational database management system (RDBMS) technologies and has architected many large scale online transaction processing (OLTP) and decision support systems (DSS). Hanagal holds an M.S. in Industrial Engineering from the National Institute of Industrial Engineering (NITIE Mumbai, India), and a Bachelor of Science in Electrical Engineering from Indian Institute of Technology (Chennai, India).

Mr. Nicholas Stabinsky
Managing Consultant, Advisory Services
Mr. Stabinsky leads large projects and client relationships within the Advisory Services group at The Patent Board. He brings expertise in intellectual property law and management to the team, combined with technical experience in electrical engineering. Stabinsky consults in various industries, including Medical Devices & Services, Telecommunications, Semiconductors, Information Technology, Aerospace and Defense, Consumer Goods, and Chemicals to U.S., European, and Japanese clients. He previously worked for a boutique High Vacuum Original Equipment Manufacturer (OEM) where he focused on Services and Business Development. Stabinsky holds a Bachelor of Science in Electrical Engineering from the University of Pittsburgh (Pittsburgh, Pennsylvania), a Masters of Law (LLM – Munich, Germany) from Intellectual Property Law Center (George Washington University Law School, Max Planck Institute for IP and Competition Law, University of Augsburg).

Francis Narin
Founder Chi Research & Advisor
Dr. Narin serves in an advisory capacity to The Patent Board. A pioneer in the field of scientometrics, Dr. Francis Narin founded CHI Research which set out to quantify the worth of scientific research. Narin studied chemistry at Franklin and Marshall College (Lancaster, Pennsylvania), received his Master of Science degree in nuclear engineering from North Carolina State College (Raleigh, North Carolina) and a PhD. in bibliometrics from Walden University (Minneapolis, Minnesota). He worked at the Los Alamos National Laboratory and the ITT Research Institute, where he developed tools to evaluate scientific research and how it affects technological advances. He has led the way through four generations of analytical work, starting with the analysis of science in the 1970s, developing evaluations of patents in the 1980s and showing the links between science and technology in the 1990s. In 1976, Narin and Gabriel Pinski published "Citation Influence for Journal Aggregates of Scientific Publications," an influential paper in the information field that built on Eugene Garfield's systems of citation analysis of research journals. During the 1980s Narin worked on the relationship between research literature and patents, and during the 1990s he worked on patent technology and its effect on stock market performance.

Bob Howe
Chairman
Mr. Howe is the former Chairman of Scient, where he co-founded the company as its CEO and grew it to more than 2,000 professionals. Previously, he worked for IBM where during his tenure he became General Manager of IBM's $18 billion global banking, financial and securities business, overseeing sales and marketing of all IBM products, software, and services. He was also responsible for founding IBM Global Services, the IBM consulting practice, which today is the largest consulting organization in the world. Mr. Howe had a distinguished career with Booz, Allen & Hamilton where he was Senior Vice President the leader of the firm's worldwide commercial systems practice and the worldwide financial services practice. In addition, he currently serves on the Boards of JohnsonDiversey, NorthStar, OpenCrowd, and Symphony Services.
